That’s his own personal watch. He wore it in Quick Change also and had it written into the story just so he could wear it.
Though it doesn’t look like Bill wanted to reset the watch, since it appears to define the time/date as being NOON on NOVEMBER 23, rather than December 24, which would be Christmas eve?
Though I guess it must be a huge PITA to reset a PERPEPTUAL CALENDAR, and they didn’t think anyone would notice/care the watch shows Nov 23 instead of December 24?
